The Interior Department made a new categorical exclusion effective October 9 for wintertime oil and gas exploration in Alaska’s National Petroleum Reserve. It adds certain seismic surveys, drilling applications and related activities to the agency’s NEPA procedures.

The exclusion does not automatically approve every project. The Bureau of Land Management must still review and document extraordinary circumstances; significant effects can require a fuller environmental assessment or impact statement. The notice announces no new drilling permit or output.
