Brazil’s Ministry of Mines and Energy (MME) opened a public consultation on October 23 about electric-vehicle charging infrastructure and its integration with electricity networks. The stated purpose is to gather data, experience and evidence for a national diagnostic of the current state of electromobility and the barriers to expanding it. The consultation remains open through November 22; it is not a procurement or funding announcement for a new charging network.
The ministry has organized submissions around six themes: access to charging; connection of charging facilities to the grid; distribution-network planning and demand management; data and projections; legal and regulatory barriers; and concentrated loads. The final theme includes city bus fleets, logistics and ride-hailing fleets, and fast charging on highways. That scope reaches beyond a count of vehicles or chargers: it asks where distribution capacity may need to expand and how charging patterns could affect electricity demand.
MME does not require participants to answer every guiding question or confine their contributions to the six headings. Respondents may attach research, datasets, experience and technical notes. That flexibility could help public agencies identify gaps in existing national information and hear about practical connection constraints from operators. The announcement itself, however, does not publish a nationwide count of chargers, installed charging capacity, utilization rates or an estimate of investment required.
The consultation aligns with the remit of MME’s Department of Electromobility. A May 2026 restructuring gave the department responsibility for proposing, implementing and evaluating public policies on charging stations and associated electrical infrastructure. MME says this work spans grids, batteries, storage, distributed energy resources and coordination with transport decarbonization policies. The planned diagnostic is therefore intended to cover the intersection of energy infrastructure and transport demand, not only vehicle sales.
Charging demand occurs in different places and at different times, so a single national total could conceal local bottlenecks. Home and workplace charging, fleet depots and highway fast-charging have different grid-connection requirements, utilization patterns and load timing. The ministry’s separate attention to distribution planning and concentrated loads is designed to bring those differences into the diagnostic; the announcement does not yet include a regional capacity map or an adopted implementation plan.
After the consultation, the questions will be which evidence MME incorporates into its national diagnostic and how agencies translate it into coordinated action. Comparability of submitted data and forecasts will shape the usefulness of the result; figures assembled under different methods cannot automatically be added together. The current notice documents an input-gathering stage, so any final policy decisions, binding connection rules or public investment commitments would need to be reported separately.
