The work involved coordinators from primary-care units and specialist services. The plan aims to organise teams, protect workers and service users, and maintain healthcare during disasters as the city prepares for possible El Niño effects.

The city also published a flood-health pocket guide and said sanitary-surveillance staff trained shelter coordinators in food handling. These are preparedness measures and guidance resources, rather than evidence that a new disaster has occurred or future disruption has been eliminated.
