Abu Dhabi National Oil Company (ADNOC) announced on 25 October more than AED60 billion in local manufacturing opportunities in the UAE through 2030. The announcement came at the second Make it with ADNOC Forum in Abu Dhabi. The company presented the opportunity pipeline alongside changes to procurement and its In-Country Value programme.

The opportunities cover more than 200 essential products as well as a broad portfolio of critical spare parts. ADNOC listed rotating equipment and power, electrical and automation systems, drilling and completion equipment, chemicals and catalysts, piping, fabrication and heavy equipment among the areas. It said many of the identified products are currently imported.

ADNOC said local production could shorten lead times and reduce exposure to global supply disruptions. These are expected benefits stated by the company; the announcement does not identify a facility, investment decision or production start date for every product. It describes opportunities extending through 2030.

The company also said it would expand its Local+ programme from 70 manufacturers to more than 100. The programme gives UAE-made products on its list priority in ADNOC projects by requiring EPC contractors in new tenders to source relevant products from approved manufacturers. The announcement framed the expansion as part of broadening the local supply base available to its projects.

ADNOC plans a redesigned supplier registration and prequalification model. It set a target of reducing the time to complete the process by up to 80%, halving the required documents and removing prequalification requirements for 60% of service categories. A single window will bring registration, qualification and compliance together; artificial intelligence will support document checks and reuse of existing data.

The company also plans to integrate commercial and ICV offers into one evaluation model and retire its previous bid-matching approach. ADNOC said its ICV programme, launched in 2018, had redirected more than AED307 billion into the UAE economy by the end of 2025, supported localisation of more than 130 products and development of 95 UAE factories, and enabled employment opportunities for over 27,500 Emiratis at participating private-sector companies. These figures are the company’s own account of programme results.

ADNOC also signed memorandums of understanding with the Abu Dhabi Investment Office and KEZAD Group. It described cooperation involving the Ministry of Industry and Advanced Technology and ADIO to connect manufacturing opportunities with public support: ADNOC would provide visibility of demand, the ministry would connect opportunities to the national industrial database, and the National Industrial Resilience Fund would provide financing. These arrangements explain how the announced opportunity pipeline is intended to connect company procurement demand with supplier qualification and financing infrastructure; the announcement does not name a manufacturer awarded a contract or disclose a dedicated financing amount.
