Colonel Joby Rimmer, the UK’s senior military adviser to the OSCE, questioned Russia’s recruitment of foreign nationals in a speech delivered in Vienna on 21 October. Rimmer said foreign nationals serving with Ukraine are formally enlisted in its armed forces and therefore are not mercenaries under international humanitarian law; these were the UK’s statements to the OSCE.
Rimmer cited an Amnesty International study published in September, based on interviews with people from Brazil, Colombia, Cuba, Egypt, Sierra Leone, Somalia, South Africa and Sri Lanka, which reported civilian job promises, contracts recruits could not read, confiscated passports and threats against those trying to leave. He also referred to the US 2026 trafficking report’s account of more than 1,000 Kenyan men allegedly fraudulently recruited for Russia’s military. He asked Russia to state how many foreign nationals serve and how it ensures informed consent; his speech did not provide an independently verified count.
