Texas Tech researchers test reliability-aware tool retrieval for agents
RATED combines semantic matching with feedback on whether tools work during execution.

Texas Tech University researchers introduced RATED, a method that ranks agent tools using both query relevance and execution feedback. It pairs a semantic encoder with a contextual bandit that reorders tools after success or failure signals.
On the EcoAgent benchmark, the authors report a 52.2% relative MRR gain over the ToolLLM API retriever. In a simulated outage affecting 30% of tools, the rate of selecting failed tools fell from 86.2% for that baseline to 2.9% with RATED. These are benchmark-query and injected-failure results; they do not establish reliability in production.
