The workshop was held in the Disaster Management Centre auditorium, chaired by its director general. The draft covers dimensions including risk information, climate resilience, land use, resilient design and construction, nature-based solutions, community participation, social inclusion, environmental sustainability, livelihoods and coordination.

The official release describes five implementation phases: preparedness, damage and needs assessment, planning, implementation, and monitoring and reporting. Participants commented on practical application and relevance. The centre said their feedback would help complete the draft; it did not say a final guideline had been adopted.
