Vice-President Sébastien Pillay chaired the fifth session of Seychelles’ Presidential Economic Advisory Council on 15 October, according to State House. Finance Secretary Patrick Payet presented the 2026–2030 economic and fiscal outlook. Listed infrastructure needs included a new national hospital, port expansion and rehabilitation, airport redevelopment, public utilities and renewable energy.

Members said some projects were not yet included in the medium-term fiscal framework and discussed flexibility around the existing 50% debt-to-GDP target. The statement says borrowing should have credible repayment plans and expected returns; it announces no revised debt target, financing decision or approved project amount.
