Scottish Government releases its 2025–26 spend-over-£25,000 disclosure

The annual CSV published on 9 October 2026 contains 13,970 numeric amount rows. Summing its “Invoice Amount” column gives £43,095,579,077.45; that listed-row total is not the government’s budget.

The Scottish Government published its annual transparency file for spending above £25,000 in the financial year April 2025 to March 2026 on 9 October 2026. The 1.9 MB CSV has 13,970 numeric amount rows; their “Invoice Amount” values sum to £43,095,579,077.45.

That is an arithmetic total of the amounts listed in this file, not the budget, all public spending or purchases of goods and services alone. Descriptions include grants and student-support advances. Despite the file’s “over £25,000” title, three listed amounts fall below that threshold: £16,150.74 and two payments of £10,240.71. No numeric amount is negative; one description refers to service credits deducted, but the file does not explain its VAT treatment or accounting for that entry.

Methodology

All 13,970 numeric “Invoice Amount £” cells were summed to £43,095,579,077.45; one trailing blank row was excluded. Three rows below the title threshold (total £36,632.16) were retained in the sum. The file contains no negative amounts. This is only the sum of listed rows; it is not presented as a budget, all public spending or a VAT net/gross total.
