The May 2025 Open Market Review ran from 23 May to 23 June 2025. The Scottish Government asked suppliers to report existing and planned gigabit-capable infrastructure over the following three years; its outcome report, published on 9 October 2026, classifies 154,398 postcodes.

The report identifies 249,007 “White” premises as eligible targets for public subsidy: under its definition, these premises had no gigabit network infrastructure and none was likely to be built within three years. A postcode classification is not the same as a premises classification: a “White” postcode is one containing at least one White premises. The figures describe the May 2025 review and are not a measure of current 2026 coverage.
