The Council of Ministers on October 8 adopted draft decrees concerning amendments to SNPC’s Lidongo liquid and gaseous hydrocarbons exploitation permit and Marine XXIX-A exploration permit. The boundary between the adjacent permit areas is to be adjusted following a February 26, 2026 protocol between Mercuria Energy and Oriental Energy.

Hydrocarbons Minister Stev Simplice Onanga said an exceptional ten-year extension of the Lidongo permit, through September 25, 2046, had been requested. The council also adopted a draft decree redefining coordinates for ENI Congo-operated Marine XXIV to remove a partial overlap with the Conkouati-Douli marine protected area. These are draft measures adopted by the council; the source reported no production or investment volumes.
