Between 1 September and 18 October, voter-service offices processed 41,295 transactions and delivered 40,460 voter cards. As of 30 September, the electoral register contained 1,591,465 people and the nominal voter list contained 1,570,866; these are distinct administrative measures.

The council also discussed statistical quick counts for the gubernatorial election. An advisory committee will design the method and randomly select polling stations for the sample. The resulting election-night estimates will indicate voting trends and will not replace official vote counts.
