Nigeria gives 60 days for proposals to redesign export incentives

Nigeria has tasked an inter-ministerial working group with proposing a redesigned Export Expansion Grant scheme within 60 days. The government says the proposed framework should be digital, transparent and fiscally sustainable; no new eligibility or payment rules have yet been approved.

The Federal Government inaugurated an inter-ministerial working group on 5 October to redesign the Export Expansion Grant (EEG), giving it 60 days to submit recommendations, according to the Ministry of Information. Industry, Trade and Investment Minister Jumoke Oduwole said the proposed incentive system should support non-oil exports and domestic value addition while avoiding renewed unsustainable obligations and backlogs.

The terms include clear eligibility, incentive calibration, funding discipline, verification, performance measurement and periodic review. The minister also called for a digital process covering applications, approvals, payments, monitoring and reporting. These are instructions for the working group, not adopted rules for exporters.

The ministry said verified legacy obligations would continue through existing government processes. It described reform as a design task: the committee has yet to submit its recommendations, which will require further government consideration.
