On 13 October, France published the green-budget annex to its 2027 draft budget and the third edition of its 2026–2030 transition-financing strategy. The release estimates annual public and private investment in decarbonising the economy at €102 billion in 2024.
The draft keeps environment-friendly and mixed state spending at €48.9 billion, equal to the 2026 initial budget and €3 billion above 2025 outturn. This is a proposal, not an enacted 2027 budget. The documents say investment would need to double by 2030 to meet climate goals; that is a stated need, not an achieved increase.
