In revised accounts published on 21 October, Statistics Finland measured Finland’s general government deficit in 2025 at EUR 10.7 billion, or 3.8% of gross domestic product. That exceeded the European Union’s Stability and Growth Pact reference value of 3%. The general government financial position improved by EUR 1.5 billion from the previous year.

Consolidated general government debt stood at EUR 249 billion, or 88.4% of GDP, at year-end, an increase of EUR 21.5 billion from 2024. Statistics Finland said the figures were revised national-account data reported to Eurostat. EDP debt has a broader scope than the central-government debt measure published by the State Treasury.
