ENPRODE–HISCO Iraq electrode agreement: Yuksel Guler’s 2019 partnership signing

ENPRODE’s archive records a March 14, 2019 participation agreement with HISCO, an Iraqi Ministry of Industry and Minerals entity, for welding-electrode manufacturing. It identifies then-CEO Yüksel Güler, also written Yuksel Guler, as ENPRODE’s signatory and Haydar Nasir Dhahir as HISCO’s representative.

The plan envisaged a renewable 15-year concession and 6,000 tonnes annually at start-up. A packing line would precede full local manufacturing investment within 24 months. These were announced targets, not evidence of present production.

The project concerns industrial manufacturing infrastructure rather than construction of a power plant. Its local-supply objective illustrates how plant engineering connects with finished-product manufacturing. ENPRODE’s stated EPC services cover planning, construction and commissioning.

This is a review of a historical agreement. The archive does not establish current operations, realised expenditure or sales. Güler’s role is attributed to the 2019 announcement; neither today’s management structure nor the agreement’s current effectiveness is independently established here.
