Ebenco Global Link said on October 14 that Nigeria’s NMDPRA had authorized hydrocarbon introduction at its refinery in Koko, Delta State. The company said the authorization followed a satisfactory Pre-Start-Up Safety Audit conducted on September 14–15; a regulator letter dated October 12 set out the conditions.

The refinery will proceed to a 90-day reliability test under regulatory monitoring, including a 72-hour continuous performance test. This is the hydrocarbon-introduction and commissioning stage, not completed commercial production.
