Statistics Canada reported October 19 that operating revenue in Canada’s employment services industry group fell 1.3% in 2025 to C$23.9 billion, the second consecutive annual decline. The group includes employment placement and executive search agencies, temporary help services and professional employer organizations. Operating expenses declined 0.8% to C$23.0 billion, and the operating profit margin narrowed to 3.8% from 4.3% in 2024.

The decline was concentrated in Quebec, where revenue fell C$538 million, or 12.8%; gains in Ontario, Alberta and Saskatchewan partly offset it. Businesses accounted for 81.7% of sales, while the public-sector share fell to 12.0%. These are industry survey estimates; data for 2023 and 2024 were revised.
