On 29 September, the government said a strengthened Water Bill for England would remove existing caps on public shareholdings in major water and sewerage companies. Under the Water Act 1989, the limits vary by company from 1% to 3% and are below 3% in every case.

The change would give the government flexibility to consider future ownership models; the announcement did not say that companies were being nationalised and said private investment would remain important. The bill applies to England, and the reform was presented subject to the government’s commitment to its fiscal rules.
