On 28 September, the government said it would bring forward new amendments to the Social Housing Bill in England. Councils would be able to refer homeless households to private registered social-housing providers, aiming to improve coordination with housing associations and offer alternatives to temporary accommodation.

The bill would also require notice before social homes are sold outside the sector, giving councils a chance to buy them; the government intends an eight-week notice period. A new duty for public services to collaborate would require earlier identification of people at risk of homelessness. These are planned amendments, not measures already in force.
