HM Revenue & Customs published details on 29 October of planned property and savings income tax rates for the 2027–28 tax year. From 6 April 2027, the basic, higher and additional rates would be 24%, 44% and 49%, with a 49% trust rate.

The savings rates apply across the UK. For individuals, the stated property rates cover England, Wales and Northern Ireland, while the note describes devolved powers for Scotland and Wales. The measures concern specified property and savings income; they are not presented as a change to every source of personal income.

The rates are to be legislated through Finance Bill 2026–27. HMRC estimates that the property measure would affect around 5% of taxpayers in 2027–28, with an average annual increase of 225 pounds. For savings, the estimated share is around 12%, with an average increase of 113 pounds. These are population-level impact estimates rather than an identical bill for each person.
