# UK and EU review Windsor Framework implementation

The UK-EU Specialised Committee on the Windsor Framework met in London on 15 September. Its co-chairs reviewed implementation of the framework’s safeguards and flexibilities for goods moving between Great Britain and Northern Ireland, and confirmed that business-to-consumer parcels covered by the arrangements incur no customs duties.

The parties said sanitary and phytosanitary inspection facilities and individual labelling requirements in Northern Ireland were functioning, while further work was needed on certificate compliance, box-level labelling and ensuring that only compliant goods move. They also noted improvements to the Duty Reimbursement Scheme for businesses since May 2026 and that the EU steel measure introduced in July retained the same volumes for UK-origin steel moving from Great Britain as the previous arrangement.
