Spain’s agriculture ministry said farmers and livestock keepers had received more than €1.85 billion in advance Common Agricultural Policy direct payments by 23 October. The advance-payment process began on 16 October. The ministry described the transfers as early-season liquidity for producers facing autumn sowing costs.

The Spanish Agricultural Guarantee Fund (FEGA) had transferred €2.417 billion to the autonomous communities from a total advance allocation of €2.691 billion. Those figures describe separate stages of the payment chain: transfers from FEGA to regional administrations and amounts already received by producers. The ministry said the advance-payment operation would continue through 30 November.

The European Commission authorized Spain to raise the advance rate for direct aid to as much as 75%. The ministry linked that authorization to the effect of the Middle East conflict on energy and fertilizer prices. The release does not state that every eligible farmer received the same amount or that the full allocation had reached producers by 23 October.

The payment update is a progress report on one CAP advance cycle, rather than a final account of total annual farm support. The ministry said regional transfers could be consulted in an attached document. The reported producer receipts exceeded 70% of the advance amount, while the remaining balance was still in process at the date of the announcement.

The ministry’s figures distinguish the amount earmarked for advances, transfers made by FEGA to regional governments, and payments reported as received by producers. These are not interchangeable totals: funds may have been transferred to a region without every individual payment having been credited on the same date. The notice gives no region-by-region producer receipt total in its text.

The policy context matters for interpreting the payment. The advance is part of direct CAP aid, and the European Commission’s authorization raises the possible pre-financing share to 75%. That ceiling is not a promise that each beneficiary receives 75% of an annual entitlement. The ministry describes the purpose as helping with autumn planting expenses, but does not estimate how much of the transfer will be spent on seed, fuel, fertilizer or other inputs.

The announcement reports progress during an open payment window. The stated deadline is 30 November, so the amount received by producers on 23 October is a snapshot and not the final disbursement. It also does not provide a comparison with the prior year’s pace or an assessment of whether the payments offset higher input costs.

The report therefore supports a narrow conclusion: more than €1.85 billion had reached farmers and livestock keepers by the ministry’s reporting date, while regional transfers and the overall allocation were larger. Any assessment of final coverage, distribution among farms or effects on production would require later administrative data not supplied in this update.
