Nigerian livestock officials and the Food and Agriculture Organization called for stronger controls on animal movement and poultry transport to contain avian influenza. The appeal came at a workshop on strengthening the Nigeria Agricultural Quarantine Service in Keffi, Nasarawa State, on October 22. A report published by the Federal Ministry of Information and National Orientation the next day described movement control, biosecurity, surveillance and stakeholder coordination as priorities.

The ministry’s National Programme Coordinator for Avian Influenza Control said quarantine services can restrict movement from affected locations to reduce the risk that infected birds spread to unaffected areas. Officials also called for cooperation among the quarantine service, security agencies, state and local authorities, farmers, transporters and other poultry-sector participants. The release emphasizes enforcement challenges, including informal routes, poor compliance and inadequate infrastructure; it does not report a new national movement ban.

The FAO country livestock lead said the organization had developed a digital tool to collect animal-movement data globally. The workshop was intended to assess how movement contributes to disease transmission and improve public and community understanding of prevention. The release does not say the tool is already deployed in Nigeria or provide its coverage, data quality or operating arrangements.

The report says an FAO Technical Cooperation Programme for Emergencies grant of US$350,000 supporting avian-influenza control in Nigeria is expected to end in April 2027. It provides no breakdown of spending, recipient locations or remaining balance. The amount and end date are source-stated program details, not an estimate of total national response costs.

During a field visit at Garuku Toll Gate on the Akwanga Road, officials inspected three vehicles carrying livestock. One was transporting nine cattle from Lafia; another carried a mixed load of cattle, goats, sheep and poultry. A third was moving 35 cattle from Adamawa State to Warri, Delta State, with a valid movement permit. These are observations from a small inspection, not a representative survey of all animal shipments.

The release recorded temperatures of 35.9°C and 34.7°C during the checks, but did not explain their relevance to disease status or describe them as positive diagnoses. It also reported that alternative routes and weak compliance complicate monitoring. No national outbreak count, infection rate or trend was supplied, so the workshop should not be used to infer that cases rose or fell.

Officials framed transport controls as a way to protect poultry businesses, animal-product supply, food safety and livelihoods while maintaining legitimate trade. The central question is how authorities will apply documentation and movement checks consistently across formal and informal routes. The October 23 report documents calls, a grant horizon and a three-vehicle inspection; it does not quantify subsequent disease-control outcomes.

The FAO representative described the workshop as an assessment of how animal movement contributes to disease spread in Nigeria, alongside public awareness and community education. He outlined four pillars of the Good Emergency Management Practices framework: prevention and preparedness; early detection and response; eradication and recovery; and coordination and communication. The ministry’s report presents these as a framework for managing animal-health emergencies, not a newly enacted Nigerian rule.

At the Garuku Toll Gate inspection, one truck carried a mixed consignment of cattle, goats, sheep and poultry. Officers also checked a vehicle carrying nine cattle from Lafia and a third carrying 35 cattle from Adamawa to Warri under a valid permit. Temperatures of 35.9°C and 34.7°C were recorded during checks. The release does not connect those readings to infection findings or characterize the vehicles as disease cases.

The quarantine service’s North Central commander said monitoring animal transport is intended to protect poultry investment, food safety, product supply and jobs, not to halt lawful commerce. The report also lists alternative routes, weak compliance, inadequate infrastructure and risks in live-animal transport as challenges. It gives no estimate of how many routes or shipments are currently monitored, making the three-vehicle visit an illustration of field checks rather than a national compliance measure.
