# ARERA finds 11–16% potential household savings in cheapest energy offers

Italy’s energy regulator ARERA published its 2025 retail electricity and natural-gas market monitoring report on October 13. Using the most advantageous offers available each month on its Offers Portal, it calculated potential savings of 16% on household electricity expenditure and 11% on gas. The illustrative annual consumption levels are 2,000 kWh for electricity and 1,400 standard cubic metres for gas.

The report finds different competitive conditions across customer groups: it sees no significant competition concerns in some business and public-service segments, while concentration remains high for household electricity customers. ARERA presents the savings rates as potential gains from comparing offers, not savings achieved by every customer; it also highlights that consumers often do not compare offers adequately.
