India’s National Human Rights Commission has issued an advisory on the rights of women prisoners and their children to nine Union ministries and state and union territory authorities, according to an announcement published on 28 October. It requests implementation reports within two months.

The advisory covers ten broad areas, including admission records, healthcare and mental health, living conditions, children living with or separated from prisoners, family contact, legal aid and rehabilitation. It calls for a sensitive approach to maternal care and children’s best interests.

The commission also addresses facilities during court appearances, post-release reintegration and the situation of foreign national inmates. Its request concerns recommendations and monitoring of implementation. The announcement does not establish that all prisons already meet the proposed safeguards or that the requested action reports have been received.
