The business-climate indicator for France’s services sector increased to 99.3 in October from 97.8 in September, Insee reported. The one-and-a-half-point rise brought the synthetic index closer to its long-run average of 100. The measure summarizes survey responses from service-sector business leaders; it is not a measure of services output or revenue. It indicates that overall sentiment improved modestly, while still sitting just below the reference level used by the statistical agency.

The improvement reflected a stronger balance of opinion on firms’ own expected activity. That balance rose to 4 in October from 1 in September, moving above its long-run average of 1. The balance for expected demand improved to -1 from -3, returning to its average. By contrast, the balance on general sector prospects was -9, slightly better than -10 but below its long-run average of -7 for a tenth month in a row.

Views of recent activity weakened after two months of improvement. The past-activity balance fell to -5 in October from -1 in September, compared with a long-run average of 1. Employment responses were mixed: the balance on expected total staffing improved to -4 from -6, while the measure for expected staffing excluding temporary workers fell to -6 from -1. These are opinion balances, so the figures do not represent percentages of firms cutting staff or counts of jobs.

Among detailed sectors, administrative and support services showed a marked rebound in their climate indicator, while results across other service activities varied. Insee’s table divides services using its national activity classification and reports separate composites and balances. A sector’s indicator can move differently from the aggregate because each subsector contributes its own survey pattern and has a different weight in the overall calculation. The release highlights a broad but uneven month rather than a uniform turn across the whole services economy.

Insee issued a methodological notice alongside the October figures. It updated the stratification of questions about investment in the services survey using the approach applied to other questions in July. Investment balances were revised retrospectively from July 2022, and the agency said the effect on quarterly expected-investment balances was at most plus four points. This matters when comparing investment expectations with prior releases; it does not alter the meaning of the separate headline climate indicator.

The October publication is based on business leaders’ responses and includes both monthly indicators and quarterly investment questions. Insee cautions that the investment series have been retrospectively adjusted because of the questionnaire update. Readers comparing current investment balances with previously published values should account for that revision. The ordinary climate, demand, activity and staffing balances remain survey evidence, not audited company accounts or realized national-accounts statistics.

The October readings combine a stronger view of firms’ own near-term activity with weaker assessments elsewhere. The expected-activity balance rose to 4, expected demand returned to its long-run average at -1, and the general-sector-prospects balance was -9. Past activity stood at -5. Those different directions explain how the composite climate indicator could rise to 99.3 while several components remained below their long-run averages.

## Data

### Selected INSEE survey indicators

Indicators reported in the October 2026 release. Survey opinion balances and synthetic climate indices describe responses, not realized economic output.

Methodology: Insee’s October 2026 services business survey. The composite climate reading is an index in index points, with a long-run average of 100. All opinion balances are reported in percent and seasonally adjusted (CVS), rather than as output growth. Insee updated investment-question stratification and revised those investment balances retrospectively from July 2022; the stated maximum effect on quarterly expected-investment balances is +4 points.
