Staff of the U.S. Federal Energy Regulatory Commission (FERC) identified three cybersecurity lessons for the electric system in its 2026 Critical Infrastructure Protection (CIP) audit report, published October 13. The anonymized report says some entities did not timely register new generation resources with NERC or identify and categorize associated cyber systems, risking delayed or missing mandatory controls.

The report also urges entities to assess the combined capabilities of systems used by affiliates or contractors to monitor and control multiple generation resources, and to authorize and regularly review AI tools’ access to critical systems. FERC says the document is a staff report, does not necessarily reflect the views of the Commission or its members, and is not binding on the Commission; its recommendations should be distinguished from mandatory CIP Reliability Standards.

## Data

### Lessons from FERC staff’s 2026 CIP audits

Three lessons in the Commission staff’s anonymized audit report. These are staff-report recommendations, not binding Commission decisions.

Methodology: The table summarizes the report’s three main lessons; audited entities are anonymized and no violation count is inferred because the source gives none. Mandatory standards are distinguished from nonbinding staff recommendations.

| Audit lesson | Report observation and recommendation |
|---|---|
| Timely registration and CIP compliance for generation resources | Some entities delayed NERC registration or identification and categorization of cyber systems associated with new generation resources; staff recommended applying the commercial-operation-date definition and completing required reviews promptly. |
| Identify and categorize all BES Cyber Systems used for generation operation | Affiliates or third parties sometimes monitored and controlled resources in aggregate, while individual systems were treated as low impact; staff recommended assessing combined capabilities and applying controls commensurate with risk. |
| Authorize and review access facilitated by AI tools | Staff observed growing use of AI tools in CIP-networked environments and recommended authorizing, regularly verifying and timely revoking access to critical systems and information. |
