On 17 September, the European Commission presented its KIDS Act proposal for protecting children online. It covers services used by minors, including social media, video-sharing platforms, online games and AI companions or chatbots.

Under the proposal, children under 13 could not access social-media services; 13- and 14-year-olds could use a limited mini-account managed by a parent or guardian, with a one-hour daily time limit. From age 15, young people could open and manage their own accounts. This is a Commission proposal, not an EU rule already in force.
