Ethiopia's State Minister of Industry Hassan Muhammed said targeted policy measures had lifted domestic industrial capacity utilization to 69.2 percent. In an interview published by ENA on 3 October, he said efforts to ease electricity, water, capital and raw-material constraints had helped previously closed factories resume operations.

The minister said import substitution saved nearly USD 5.9 billion in foreign exchange during the past fiscal year. The government's 10-Year Perspective Development Plan targets USD 9 billion in industrial export revenue, 5 million jobs in the sector and a 17.2 percent manufacturing share of GDP.
