The government said it awarded EllisDon a C$58.7 million contract, taxes included, for the design phase. EllisDon will now work with CSC and Public Services and Procurement Canada to finalize the design and build the facility under a progressive design-build model, which the government said supports early collaboration between the government, designers and builders to improve cost control and shorten delivery timelines. The centre will be built on existing CSC-held property beside Dorchester Penitentiary and will replace the 53-bed Shepody Healing Centre. Work is expected to span five to six years and reach completion in 2032. The government estimated that the design and construction phase will bring about 450 jobs to the region and that the centre will employ about 300 staff. It said Public Services and Procurement Canada will work with the design-builder to prioritize domestic materials where possible.
