The Democratic Republic of the Congo’s minister of hydraulic resources and electricity, Aimé Sakombi, formally installed the leaders of the Public Water Service Regulatory Authority (ARSPE) in Kinshasa on October 9. The national news agency ACP, citing a ministry statement, said the officials had been appointed by presidential ordinance.

The ministry described the authority’s operationalisation as a step toward stronger regulation of water operators, transparency and public-service performance. The announcement reports the installation of the agency’s leadership; it gives no measured change in service coverage or access to water.
