Clarence Valley Council said on October 12 that two of its planning initiatives had become finalists in the 2026 Planning Institute of Australia Awards for Planning Excellence. The Accelerated Development Application Service is listed in the performance and innovation category, while the Clarenza Urban Release Area Structure Plan and Development Control Plan is a finalist in strategic planning.

The council says eligible, fully compliant applications using its accelerated pathway have averaged eight to nine days for approval against a 20-day target. The service began in July 2024 and was extended in February 2026 to cover additional certificate and modification applications. Separately, the Clarenza plans set a framework for about 1,000 future homes and around 3,000 future residents on flood-free land near Grafton; these are planning capacity estimates, not completed construction or current population. The council says servicing and infrastructure constraints had held back development after rezoning in 2009. The finalist announcement recognizes existing work; it does not announce a new approval rule or housing project.

## Data

### Figures from the planning initiatives

The council’s accelerated-application target and its estimates for Clarenza planning capacity.

Methodology: Figures come from Clarence Valley Council’s October 12, 2026 announcement. Twenty days is the service target for eligible complete applications; the reported eight-to-nine-day average is separate. About 1,000 homes and 3,000 people are planning-capacity estimates, not completed homes or current residents.

| Planning measure | Days | Homes | People |
|---|---|---|---|
| Accelerated-service target | 20 | | |
